You can find the programming cable schematic here:

They take the same cable as the HT1250 Waris series.

Using a copy of an inofficial lab CPS floating around there, you can dump in a factory codeplug from a regular HT1250. I've not seen this software personally, but I know its out there. Be sure to save your tuning values FIRST however as this will over-write everything in the radio.

Makes you wonder what would happen if you sent the wildcard (FFFF) as an inhibit command.

The Centracom console can generate a Stat-Alert inhibit command over MDC. That's how I nuked the one I played with.

Also make sure the lead in the RJ45 mic plug that takes care of the on-hook (pin 3) hasn't been removed. I've come across radios in the past where the wire was physically disconnected. This particular radio was used in data service so I'm not sure why you'd want to but just something to check.

You're correct with the R10. I'm not sure exactly if you'd be able to keep it using R16, but there are certainly a few interesting combinations out there. I know of someone who has Host and DSP 14, using CPS14 who has 832 modes, all of which can do FPP, he's also got SmartZone OmniLink enabled.
