Did you sorted it out ? It looks like a short from Power supply unit that is usually cause by bad CRT flyback. Try disconnecting both power and data going to crt board. You will not get display but will be able with beep sound to tell if still reboots. Also did you changed/removed any option boards ...

the Motorola Toolkit CD for the R26xx series is only for later color screen model, this one require removing the U48 and U59 chips in the ad-on boards to update DSP. Unfortunately I do not have V6.XX bin files for the P25 board. Also the emc wont work on a trunking board. the DSP boards are the same...

On R2600A the firmware and Option are stored in two different type of eprom. The firmware is in 5 AT29C010 eprom (U2-U5) The options are stored in ST93c46A chip U43. I think only C-message and phase demod features require hardware mod .. But not the tracking Generator and Enhanced Spectrum Analyser ...
