Thanks! As it turns out you were right on the money. 2 bad caps inside the DC/DC converter took care of the problem. I went ahead and replaced the others as well.

On/off switch problem now repaired, turned out to be a leaky 120 uf / 50v electrolytic in the power supply module. Now on to replacing all the rest of the caps .....

I managed to find the baseband tray ( cable laying on top of the label ) and found several leaky caps ...will replace them all. Still wondering why only 5V on the battery wires.

To be a bit more specific now that I have tried it a bit more ... If I turn the unit on from the back switch it will power up and stay in the self test mode ... I can then push any one of the front buttons, rec, gen, etc...and the unit seems to work fine. If at any time I push the "power" ...
