Check the dip switch settings. A conventional BIM is set different than a Trunked BIM. The bottom dip switch when the board is installed should be opposite from a Trunked Bim I don't have my book in front of me to look it up. I am not sure if this is your problem but it does mess up things.

Talk to an engineer at Celwave or what ever antenna brand you like and be prepared to give them the tower details height power out size of coax distance you are tying to cover type of terain. Most likely you need a high gain antenna with down tilt.

Finally someone talked about the problem. I agree whole heartedly the tower has coax or antenna problem that is allowing water to hose up the antenna system.
