Error Code on Motorola Saber II VHF radio??

Gentlemen,
There have been several Motorola Saber radios on E-bay this week with the following statement in the auction description: "IT POWERS UP BUT HAS AN ERROR CODE THAT READS ERR 1 04".
I have not found a reference to this in the manuals that I have. Is this an easy fix or would this radio make a better paperweight?
Any assistance would be greatly appreciated.
