So what does one have to do to replace the command board on a Vhf Spectra radio? Any ideas and help would be appreciated...

Dan,
I'm a little surprised that you have not received a response to your question. Changing the cmd board is about the easiest board swap you can do on a spectra.
Remove the top cover and carefully unplug the rear connector going to the amp compartment. Use two small screw drivers to push the connector off. Remove the display and interface board. Remove all securing screws, including the one under the MLM and the retainer clip located at the left rear.
Now carefully pull the cmd board up and out of the casting which will allow the multi pin header on the bottom to unplug from the RF board.
Replace in the reverse order. Now the catach. the serial mumber on the cmd board must match the serial number on the MLM. If this is not the case you can correct that problem by refering to the Spectra page on the Bat Board.
