Astro Spectra Consolette, Accessory 3 ?

For the Astro Digital Spectra Consolette, the manual lists Accessory 3, pin 13 as [EMER - Activates emergency MDC1200 transmission] and Switch 101 - 3 on the TRC board as [ON - EMER active high] or [OFF - EMER active low].

Has anybody here used this feature, and if so, how is it configured both in the RSS and hardware-wise? Seems like it'd be simple, but I'm racking my brain trying to figure this one out, and cannot get it to function.
