Quantar power supply CPN1049 pulsing DC output

I have a 325W 12V Quantar low-power power supply that will not output steady DC. It will pulse a few volts at the backplane and battery terminals about once a second. The Module Fail light is lit. I've isolated it to the high-voltage board, as swapping low-voltage boards did not resolve the issue. If anyone else has seen this particular issue I'd appreciate some input - the low-power supplies are rare as hen's teeth and I need this one to resurrect a dead 25W UHF station.
