The QVLN4924A is an Infrastructure SP Board and heaven only knows what this board was meant to do. I'm taking a wild guess that the RV1, RV2 & RV3 perhaps stand for Variable Resistors but I'm not certain. The other problem lies in the SP documentation which was probably tossed out many years ago by Motorola managers. "Aw, we don't need this information." Motorola manager's feel it's easier to reverse engineer the circuitry.
