Minitor V and programming mode issue

Minitor V and programming mode issue

Got a minitor V that seems to be working as it should. Can switch to all 4 modes and buttons work. Trouble is I can not put it into programming mode. When I put it in C and hold down the reset button it does not go into programming mode. Only comes on and does the self test and says which mode it is on and then you hear squelch. Anybody got any ideas? Is there another way to put it into programming mode? Would make me think something is wrong with the switch but it seems to work right for everything else beside allowing the pager to go into programming mode
