Is there programming software for this item? Not requesting software! Just asking if there is. If there is what in the part number from Motorola?

No. The manual describes how to put it in programming mode, it's done with the keypad on the unit. Have a look at this post for more information: http://batboard.batlabs.com/viewtopic.php?t=74181

OK cool I guess this can hook up to a Quantar repeater without the junction box.

No, you can't. The RCH3000 is designed to interface to an ASTRO Spectra, XTL 5000, MCS 2000 or iDEN M470 consolette only. You can't directly connect to a Quantar station, only a consolette radio which can then in turn talk to your Quantar station.
