CDM in Zone 2 But Defaults to #1 Freq. in Zone 1 Scan List

I set up my 1250 with a 2nd Zone, along with setting up a Scan List 2 for Zone 2.
When in Scan mode in Zone 2, it prioritizes the frequency in the #1 position in Scan List 1, Zone 1.
All Zone 2 channels have Scan List 2 selected, and the #1 position in Zone 1 has Scan List 1 selected.
The frequency in that Zone 1 is not on Zone 2.
What S/W box didn't I check, or do I have one that shouldn't be checked?
