how do i get the white plastic knob part off the metal shaft? is it locked down somehow?

First, remove the board with the volume control (and all the rest of the electronics) on it. The board has four tabs that lock into the front plastic (two top, two bottom). You can spread the top and bottom apart with your thumbs while gently pushing up on the buttons with your fingertips. Then you can turn the white plastic inner knob until its tab lines up with the corresponding opening in the front plastic and tip it out.
