Spectra corrupt codeplug HELP

I reprogrammed my spectra, and now the radio is continusly keyed, and transmitting. I tried reprogramming it with a know good codeplug, and still is doing it. I have 2 radios that are doing the same thing, but 2 different model numbers.

do you have the radio program for emergency transmit if you do you have to short a jumper in the 15 pin connector or it will do that ?
