Motorola R2002D/HS problem

Have a R2002D/HS that is functional except for one issue: the frequency error display constantly wanders up and down across the actually input frequency. I've swapped out both high and low power supplies thinking it might be ripple but to no avail. Swapped OCXO as well. Unit is in fair condition and all functions work. Ideas?
