TPS signalling on an XTS2500

I've read through the many posts pertaining to TPS (Tactical Public Safety) and am trying to enable it on a XTS2500.

I've followed the advice posted here, and the guidance contained within the CPS help files, specifically:

Personality settings:
Mixed Mode RX
Astro TX
T/G Disabled
Signaling Disabled
Secure set to clear only

Radio Wide/TPS settings:
Conventional TPS Signaling PTT Transmissions set to Both

The above settings result in P25 voice transmissions with no discernible signalling

Changing/checking one additional setting of "Fireground Enable" in the conventional personality results in analog voice transmission instead of P25, but still no discernible signalling.

Can anyone offer additional guidance to make this work? Radio has latest 20.00.01 firmware, flash is 500008-00048C-7
