XTL or APX as a repeater

Can anyone offer some assistance on converting the positive output of the channel activity pin to a ground output for use with a RICK setup?? Would like to make a simple circuit with a transistor not a relay.

Channel activity in the APX mobile is active low. Can verify 100%. The service manual states active low as well.
