If a dispatch system (remote base station link controlled) has a narrow input UHF around 453.xxxx, and a wide band output VHF, say 154.xxx, will the sound quality be diminshed? I am using a reputable radio tech. FCC class 1 operator who has been in the business for years and years.

It might work better if you try using a radio rather than a tech.
If you have a narrow receiver on the 453 side, you just take that audio through an interface and put it into the 154 transmitter. Set the audio level up with a service monitor.

That should be fine. As long as both the UHF transmitter and reciever are narrow band, and the link from the UHF receiver to teh VHF Base is wired, your fine. Just set your audio levels correctly and no one will ever know.
