centracom console

hello all

I recently got tasked with getting a used ceetracom console up and running in the EMA E.O.C. in my county. I have the manual, but i am unfamiliar with this console. I have 16 pairs of wires going to the transmitter room. they are labeled channel 1 - 16 and each is hooked to terminals 7 and 8 on the strip in the bottom of the CEB. I can not get any remote modules to work. I have tried hooking them up directly at the console, with no luck. I think it is probably something simple, and i just need some direction. any help would be greatly appreciated.

P.S. I will be interfacing the console to radius m1225 4 channel models in the transmitter room.
