BDA for VHF

Does anyone make a Bi-directional amplifier system for VHF? I was asked by a volunteer for a museum ship on a method for repeating the local PD & EMS radio system inside the Ship during medical emergency calls. The vessel is steel hulled, welded construction and big.

My guess is a BDA and radiax for an antenna would be the best bet
