Can I use Control and RF Board from W4 install on W9?and i'm looking for Astro spectra W9 service manual.

as long as they are the same band / bandsplit (rf board) you will be ok.
the only problems are taking narrow band capable RF boards into old(er) host/dsp radios.
the vocon board has the radio personality in it - so as long as you don't swap that you will be fine
