make shure your port setting is correct and make shure you are in real DOS, not a windows dos screen.

as for the cable its the same. i have the same problem. when i use systems saber 03.00.2 no dice. but when i use system saber 04.00.02 and saber 07.01.00 works with no problem at all.
There are times when later version of RSS will not work with radios programmed with older versions of RSS, and none will work properly if the computer is being run under a DOS shell, or with newer versions of windows, like XP...I tried it and can't get it to work, and this is a slow desktop by today's standards..
If you have the later version of RSS, use that and forget the older version, you are better off if you run LAB some time in the future as well.
Charged batteries are also a must, both in the programmer and radio.
Do NOT use any adaptors from the computer, like a 25-9, or vice versa, you'll get the same error due to pins not having a signal on them when the RSS is strobing the lines, keep the DB-9 as it is, do not use gender changers anywhere on your programming setup.
I use two programmers, one is the Circle-M deal and the one I use on the road is a Kawa knock-off, but I have never had a problem reading or writing to any radio with it so far, as long as I keep the gender changers OFF the laptop, it's all good.
