i know it can be done on the Astro Sabers and the 3000 maybe even the 3500
how can you program the radios so they dont affiliate and you can use them to monitor only.

if all you want to do is monitor, get a trunking scanner.
Yes, audio isn't so great but you won't ever have to worry about affiliation or having your thousand dollar radio turned into a paperweight from being killed by the consoles, and most importantly, not interfereing with whoever owns the trunking system be it public safety or business by accidentally keying up.

If you do a search of this board, there are a few threads that explain how this can be done.
With that being said, here are the ground rules and what you should know:
1-You cannot program a trunked system into the radio without a "System Key". This is only available from Motorola and the System Administrator. They are not public domain items.
2-If you have not been properly instructed on how to program this feature of the radio, you may cause serious problems on the radio system possibly endangering people's lives.
3-Even if you put in a "fake" user ID into the radio, and program it not automatically affiliate, the radio will respond to commands from the system and possibly be "inhibited" without you knowing about it until you notice that your radio no longer operates. When this happens, the radio is esstenially shut off and will remain that way until its uninhibited - which can only be done by Motorola with a letter from the system owner, or the system owner.
4-If your radio by intent or accident accesses a trunked system, and you are caught you could be charged with a crime in your state (usually a computer crime offense in most states).
5-The radio itself is only capable of scanning a maximum of 10 talkgroups. That's it. No private calls, etc.
6-There is no real reason to own an 800 radio unless:
--You are a user of a system and have proper authorization (owner usually programs the radio)
--You use a SMR system
7-Taking the funds to buy such a radio will get a really nice scanner that will not get you in trouble, and typically costs less and does more.
8-Asking for any trunking software, system keys or anything of the like falls under the RSS warnings/request for software section of the FAQ.
9-With the recent rousing of the Motorola Dragon, you will not find too many people who will be willing to help in this area. Trunking has become somewhat of a taboo here and other places. In the past couple of years, people have been arrested and proscuted for getting onto systems, and the owner are really starting to proscute people they find. There are a couple of system admins here on the board, and they will tell you all the joys of "Bricking" your radio.
That's the end of my disclamier. Either way, with the rebanding and some of the new features, its better to just buy a scanner these days now. Plan on seeing a bunch of these radios on eBay within the next 6-18 months.
