if i only connect 6 heads to this supply do i still only get 17.5 watts per head or would i get 23.3?

Negative... as far as I know, all of the Intelligent packs (ISP) and most of the USPs are regulated, therefore no additional power for dropping outlets.

tvsjr is correct. If you want to push your juice limits, need to get an older unregulated power supply.
