OK, I know, why would anyone want to. If you wouldn't mind refraining for the abuse > Please just humor me, let's assume that I have an XTS3000 model III on 800 and would like to scan a statewide network.
Here's what I know about the system:
System Type: Project 25 Standard
System Voice: APCO-25 Common Air Interface Exclusive
Sysid: D1C
P25 WACN: BEE07
I've got a list of each site location, the Primary and Secondary Control Channels and the talkgroups that I'd like to monitor.
How would someone go about programming this to use as a scanner ONLY.

State of Colorado? Heh. The system is a real P25 system... affiliation IS REQUIRED. Your radio WILL TRANSMIT if you program it on the system. Your radio will get bricked at a minimum... at a maximum, they'll find you and you'll have lots of 'splaining to do.
These guys are running a >100-site, statewide system. They aren't stupid. So try to refrain from being stupid yourself.
Steps to scan this system:
Sell XTS3000 here or on eBay
Buy Uniden BC396
Program scanner
Pocket extra cash
