Question on NIB HT1000 RF board NUD7070B

Any one know if when new, the HT1000/MT2000 RF board (Part # NUD7070B) comes with heatsink compound already on the back of the PA module?
I came accross some of these and I'm wondering if they are new or used. (They appear new)

Of the three I've bought new, not one had thermal grease on the P.A, I think the board you have was installed then removed and sold.

This is only from my experience, but that's all I have to go by.
