HT1000 VHF vs UHF Controller Board

I have a VHF 16ch HT1000 RF deck, can I use a 2 or 16 channel UHF HT1000 controller board with this deck to get a working 16 ch VHF HT1000?

you should be able to, you'll just have to put a UHF c/p in it with LAB/DEPOT and do a full realignment. The controllers are identical for VHF/UHF radios.
