Business Itinerant does not mean license free.
as far as the DTR is concerned however, it is license free as it uses spread spectrum digital frequency hopping technology in the 900Mhz band, much like newer 900Mhz cordless phones do.
The DTR line has been discussed here frequently in the past, you may want to do a search.

It's not license-free, though, and it'll be going away when rebanding comes down. I doubt you'd be able to get a new license for it at this stage of the game regardless.
Though, it might behoove you to plug it into an XTS at Dayton and listen in IMBE with digital carrier squelch enabled.
