For connection between a computer with no Serial port to the Motorola RLN4008 RIB, is any good quality, such as Belkin, USB to Serial adapter suitable OR must it be a special type or require special circuitry for proper communication with the RIB ?

I have been using an airlink adapter and the only problems I've run into with are with the BPR40, which does not use a rib.
Other than that, I've successfully programmed a 5k, a 3k, ASIII, MT1500, and Astro Spectra and every radio in the professional and radius series from a desktop using the usb->serial adapter and rib or ribless cable.

There has been a lot of discussion of USB to RS232 adapters. If you search "USB and serial" or "USB and Serial and PCMCIA" you should find a wealth of information.
Bottom line:
Some people have had good results with the USB adapters, some have had bad, some have been mixed. Most problems have been annoying, a few have been expensive.
People using PCMCIA serial cards or dedicated PCI cards, with real UARTs, have had no problems at all.
Pay your money, take your chances, your mileage may vary.
