MCS2000 Fail code 01/79

MCS2000 with a fail code of 01/79 Anyone know what this means & how to correct the problem?

Hi,
Right out of the service manual:

FAIL 01/79 External Emergency switch has been pressed while radio is off

Possible source- Emergency Power Up is not enabled in the codeplug

Is the jumper plug plugged into the bottom of the radio? It requires pin 9 to be shorted to ground. The normal jumper goes to analog ground pin 4, but I've also seen it go to digital ground pin 10.
