Converting Type II ID's to Type I

Is there a way to convert Type II ID's over to Type I? I heard their was a conversion chart somewhere? Can anyone enlighten me please?

I was looking for the program or Excel file that does it none of the links work? :(

So If i want to convert i need the DEC which for example is:

DEC 16 Hex 001 so i would 16x16 gives me my answer? 256?
DEC 48 Hex 003 =768
DEC 80 Hex 005 =1280
DEC 112 Hex 007 =1792

Am i off on this from what i read?
