Do Saber 1Es Support "Smart PTT"??

If you are referring to busy channel lockout, yes.
The RSS does support this feature for the most part, but is not referred to as 'Smart PTT'...only as B.C.L to prevent transmitting on a busy channel, but you can override this with the action of double pressing the PTT, so I guess, in effect, it may also be considered a smart PTT as well.
Using B.C.L may not be the wisest move since there will be people that will not remember the way to override this action and panic in a crisis situation...best to leave the busy channel lockout OFF and deal with potential interference from multiple users accessing the repeater at the same time.
MSart PTT/B.C.L would have to be 'learned' by all and to remember how to defeat that operation, but once the body goes into adrenaline rush, that notion will go right out the window.
In my honest opinion, this feature is best left forgotten on any P.S radio.

- What radios do you own?: Motorola Syntor X9000.....
we use BCL/Overide option with our portables at parks and recreation
works great however you cannot use it on a repeater system thats where you will run into trouble
most people re click the PTT button so quicky that they can over ride it but its easily helps us cut down on people walking over eachother
