Minitor III Out of Band HELP using Windows PPS 1.8.1

Please, i desperatly need some help...
I have read all the past threads about out of band programms for the Minitor III, however, it seems to refer to the OLDER dos version of the programming software.
I just bought the programmer, and software, and i got the newest Windows PPS software version 1.8.1
it is a fully based windows program.
I have a minitor III
that will allow me to program into the 464.000 - 469.999
I want to program F2 to 478.5875
I tried the old DOS programming trick using the shift key and it doesnt work.
I tried getting a HEX editor and editing both the pager file and the main executable for the new software...
However, i still cant get it to work.

I was told that there is an engineering mode choice on the software. I guess you log into the engineering mode, then you should be able to change the bandwidth. there is a posting somewhere on here with the password. I remember something about the capital of Taiwan.....
