Generic Jedi charger problem

Generic Jedi charger problem

Got a generic HT1000 charger with a package, and I cant get the charger to charge the battery. The Charger is a PSM-1174S. Has four "pins" along the back side for the radio. The two far outer "pins" I get about 14.8xx voltage. The battery is a NTN7144 battery, and the radio can be used with a different battery. My conditioning charger charged it right up. It sat on this PSM-1174S charger all night, the light stayed red ALL night and never turned to green. How can I tell what the problem is. OR is the problem the first word of the subject of this topic?

Also... Im getting 15.3 at the tip of the adapter coming into the charging base...
