MotoTrbo firmware upgrade. Why so hard?

I don't really expect an answer here, but why the heck do you need 24 different download files from MOL to upgrade MotoTrbo equipment.

It looks to me like there is a different upgrade file for every different flavor of radio. Is this correct??

Pro series has one file for mobiles and one for portables. Easy.
