Are the pinouts the same as a standard spectra cable?
Is the orange/green split out at the contol head (have yet to pull of the cowling off the scooter)
Where are you "supposed" key on to: DB9 on the radio deck or the control head?

After further tearing apart of the moto
No green orange split off control cable. Applying power to pin 5 on the DB9 does nothing for ignition sense. Apply power to VIP does nothing for ignition sense...

Most L/E Motor installs are wired hot. On car stops or other enforcement activities the ign key is normally turned off to keep the starter from draining the battery. Wire it hot, and let it be.

AFAIK, the motorcycle Astro Spectra uses the same cabling as the analog motorcycle Spectra. I built one from an analog MC Spectra with only the RF board, command board, VOCON, and control head being Astro-specific, and it works fine. You can key the radio from either the DB-9 or the front mic jack, but the front jack won't pass audio IIRC. It also required +12V to the ignition sense to power up.
It could be that the control head is jumpered to not require ignition sense. There was also an issue with a capacitor failing on the control head (no, not the leaky one, a different SMT one) and causing the radio to ignore the ignition sense line. Do a search of this forum.. it was discussed years ago.
