Astro Saber mystery flash/host/dsp match

I recently acquired a like new condition Astro Saber II with the following:
Flash: 800001-000000-2
- H15 Astro Data
- H35 Conventional Operation
Host: R02.02.00
DSP: I03.04.03

I know this is a old a$$ radio but it works flawlessly on conventional. However, despite the radio being H35, I noticed when I read it in R05.02.01, the "ASTRO SYSTEMS" is not greyed out and I can choose ASTRO as TX voice and I can choose between C4FM, WIDE and WIDE as the modulator type. When I transmit, I can hear the digital stream on the scanner, but it won't decode it. As I understand it, IMBE is not supported until R04.XX and I06.XX and above. Is it just a software bug or is the radio capable of VSELP?

That's a vselp flash. It would have a flash option saying astro ready if it was non digital.
