equipment mounting question

Ok, here's the situation:
I was trying to mount a siren speaker into the bumper on a 08 Oddysey van. Took the bumper cover off as usual. the metal bumper was SOOOO hard I couldnt drill it. Burned 3 bits out trying to. Anyone run into this? I know they use hardened steel, but i've never run into this before?

ANyone have any ideas or suggestions??

jay.....

what size bit did you try to use? Try starting with 1/8" bit with some cutting oil or wd-40 and work up in size slowly.
