gm300 assy plug programming one radio will but not the other

gm300 assy plug programming one radio will but not the other

gm 300 vhf radios both the same,I can access the assy plug to change pin assignments in one radio but not the other by software, why one and not the other?

What are the model numbers?
One probably has the Masked logic board.
