SZ/OL scan question

Got an XTS2500 radio and trying to add a talkgroup in to position 17. Basically so the radio use cant access it for transmit but to receive.

This is a fire/ems radio and would like the Police dispatch talkgroup in it. Now once it is all programmed correctly and set next to a scanner, the radio will not receive anything while a p25 scanner will.
this is a 9600 p25 system.

Did you add this new channel to a scan list properly?

Yes, I added the channel under trunk system, then zone , then to the scan list. It shows in the scan list when i check on the radio.
