Conventional OTAR for XTS5K

I did search for this, but did not find an answer.
Can OTAR be done on a conventional analog system? If so what equipment is needed and how is it done? I have a friend at a small PD that was just given 10 new 5Ks and is getting ready to put them in service. OTAR is not crucial, but would be helpful to his Officers.

Technically possible - yes. Realistic - no.

Motorola did sell Securenet OTAR back in the day.

The keys are sent encrypted via MDC1200 signaling.

The cost of the interfaces, KMC & software licenses would be way more than 10 XTS5000 radios.
