HELP! Motorola Saber II

I just aquired a motorola saber off of ebay for about 45 bucks... its a VHF model II... The unit is not powering up... I know the battery is good because its brand new and it has voltage at the terminals which go to the radio... but the radio is not turning on... Any suggestions?

Internal fuse, possibly. Remove the radio's case and at the bottom of
the internal shiny chassis look for a small opening with a small green thingie
which is a fuse. Check it with an ohmmeter for continuity. If the fuse
checks okay then test the on/off switch that's part of the volume control
up top. The Saber is a modular radio and access to the innards is
relatively easy to accomplish. If both of these points test okay then
gently burnish the contact fingers on the bottom of the chassis with a
pencil eraser, while at the same time checking to make sure that the
fingers are aligned and even.
