ASTRO Spectra - no deviation

I've got an R1 VHF Astro Spectra with an interesting problem. This is a factory mid-power unit with legit tags/codeplug. The radio has essentially no transmit audio, either from mic or from the test tone generated by Tuner. I ran the Dev Limit (which should be set to 2.83KHz) up to maximum, and you can barely hear the tone in the service monitor with deemphasis turned off - about 80Hz of deviation.

I've swapped the command board with no change. Other than no deviation, the radio is perfect - hot receiver (0.14uV to break squelch), rated power out, no frequency drift.

Any thoughts on where to go from here?

Swap the vocon. All the audio (test or actual) is generated by the DSP on the vocon. If that's not it, the RF board is having fun with you....
