Trbo mobile to Tone Remote TTP 1

Ok so another mystery here.

If you set pin 17 for active high with nothing connected to the radio the radio will automatically go directly to constant key up upon power up of the radio.

So, I would assume that you could only leave this pin set active low.

Enter in the CPI TTP 1 tone panel. I have it wired and set for key to ground. All the pins are wired correctly, however I can not get the radio to key up.

When I short the radio pin to ground the radio keys up.

So what I assume is that the TTP tone remote doesn't have a large enough change in current to sink the PTT pin 17 to ground? Any ideas on how to fix this.
