I have two older A5 UHF Spectras that are in transmit mode when turned on. The problem exists with or without a microphone hooked up. Since I have this problem on two radios should I assume this is a common failure? Does anyone know of a possible fix?
Thanks in advance.

Is the ignition sense jumper and speaker harness assembly plugged in and working correctly?

I've had this happen when an older interconnect board was used with a newer control head. Take the control head off and let us know the part number the interconnect board.

Also see if there's a third party ID module in them.

It was an old style interconnect board as stated. Thank you very much!

You also should check to see if the jumper from the emergency switch pin to ground is installed. If the radio
has been programmed for emergency TX, then if this jumper is missing on the accessory connector, the radio
will go into TX when it is turned on.
