By board swapping I have determined that a board, HLN6867A , if faulty in an Astro Spectra Plus
I can't tell whether the board has a physical failure of if a programming error has caused it to malfunction.
The radio had gone into constant cycling which is solved when an identical board was tried.
Does anyone have any experience with the board?
I can find no information out there on this one

I can't find any reference to that part number in an online search or in the AS+ service manual.
Can you be more specific about which part of the radio it came out of, what it looks like, or even better a picture?

The board is contained with a metal housing which sits atop the command board.
The housing is secured by 4 chrome plated screws and 4 indexing pins protrude from below up through the top of the housing.
The only external label reads: "Contains Technology Patented by Digital Voice Systems, Inc. "
There is no sign of an encryption module or a carrier on the Command Board.
It is blue in color and contains mostly surface mount components and a series of small chips.
It has hard plastic connector with two parallel rows of openings which connect to a corresponding set of pins on the command board.
It is 2 -1/4" x 4 - 1/2" and thin.
The following is printed on a label on the board itself:
HLN6867A
261 / 02
CAM020KD2L
On the reverse side of the board is printed: 5146D01-1 Rev. 01F
When removed, the radio will not power up.
I will take a digial picture of the board tomorrow if this will help.

I think you might be misreading the label. Part number HLN6837 is the correct part for an Astro Spectra Plus vocon. If the radio is power cycling, it's likely to be a hardware problem with the vocon (or seriously fubar'd firmware). If it was simply a programming error, it shouldn't power cycle the radio, but instead show a fail code.
