can a zetron tone panel be hooked up to a mototrbo xpr 8500. if so any idea how?

This should not be a problem. All necessary connections are available on the back I/O of the repeater.

CAUTION: ANY output or input that you are NOT using, make sure you set the programming software to indicate 'NULL' or not assigned, for that I/O or the repeater MAY HAVE unpredictable operation.
