Motorola CP200 VHF Blinking red Light

Have a Cp200 VHF that will not receive. Red blinking lite all the time . Is this a trip to repair deport. transmitter works fine , full 5 watts . Thanks.

Could it be an incorrect receive tone programmed? Sounds like it's receiving, just not the right PL tone to open squelch...
