CP200 Tech question

Has any tech experienced a motorola CP200 not decoding a TPL or DPL but can decode in csq? I have another CP200 that will transmit a signal but the other radio will not decode the TPL or DPL but only in CSQ meaning the radio is not transmitting the DPL or TPL.. Note .. these are 2 different radio problems and is not a programming issue.. because i've checked already and has to do with a board problem.. I also have another CP200 that has a 4 second delay in decoding TPL or DPL and can't figure this out.. all these radios are all aligned and wondered any techs out there that can figure this out .. greatly appreciated

What firmware is loaded on the portables in question?
