How does one change a "Fuse" in a TK-2180 Portable?
I've came up on a big lot of these and states that 4 needs to be changed out but want to make sure I can probably do it before I commit to purchase.

I believe these are surface-mount chip fuses, so you would have to be willing to disassemble the radio, locate the chip fuse (probably find yourself a schematic & board layout) and replace it with the proper value and size fuse (which you'll likely have to order.)

The fuse is easy to change if you are good with surface mount stuff. Shoot me a PM with an email address and I can send you a PDF copy of the S/M.
Now why did the fuses blow? I would be more concerned with that than how hard it is to replace them.
